Higher Tourist Arrivals at Juan Santamaria Costa Rica Airport

Juan Santamaria Airport faces an increase in the number of passengers leaving and entering the terminal daily.

In the summer months, between 3,000 and 4,000 domestic and foreign tourists, passed trough from this airport, but now the figure is between 5,000 and 5,500 passengers. “There is a 40% increase in the number of daily passengers, both those who leave the country as tourists who visit us” said Juan Belliard, director of terminal operations.

Belliard said the 40% increase in the total number of travelers started on December 15. Their projection is that this will end on next January 15.

“It is common that destinations such as Costa Rica receive more foreign visitors. Many travel attracted by destinations as the beaches of this country “said Belliard.

Among the tourists was Carmen Sojo, who came from Buenos Aires, Argentina, hoping to rest in the sunshine of Tamarindo Beach, Guanacaste.

“I came alone, is my first time here and hope to have fun” said the girl, who arrived yesterday to Juan Santamaria Airport.

For his part, Victor Perez arrived from Managua, Nicaragua to visit his family.

“I came to spend New Year’s Eve and to visit my family in the city of Alajuela” he said.

Costa Rican court halts anti-smoking bill pending constitutional review

Posted: Friday, March 02, 2012 - By Tico Times

For the first time in the country’s history, Costa Rica's Constitutional Chamber of the Supreme Court requests to review a bill after its been approved by the Legislative Assembly.

Smoking public places

New smoking regulations will not go into effect yet.

The Constitutional Chamber of the Supreme Court (Sala IV) on Friday ordered the Executive Branch to suspend the signing and publication of a recently passed anti-smoking bill.

At 11:30 a.m., the Sala IV responded to a consultation made by 10 lawmakers to determine if the new law contradicts constitutional principles.

The Legislative Assembly approved the anti-tobacco bill in a second debate Feb. 27, and the bill awaited President Laura Chinchilla’s signature to be published into law in the official government newspaper La Gaceta.

The process is now stalled until Sala IV rules on the bill’s constitutionality. The court has 30 days to issue a ruling. If the Sala IV determines certain aspects of the bill are unconstitutional,  it could delay the implementation of anti-smoking reforms even longer. The decision came despite the bill's approval by lawmakers in a 45-2 vote.

Rita Chaves, of the Access Without Exclusion Party, expressed outrage at the court’s decision through her Twitter account. Chaves, who led the committee drafting the bill, wrote “not a single law exists that permits the court to the executive branch to not enact a law.”

However, the president stated she would abide by the court’s decision.

The bill bans smoking in places such as bars, restaurants, public buildings, bus stops and taxi stands. Individual cigarettes will be taxed an extra ₡20 (4 cents). The bill requires cigarette packs to display text and photo warnings on at least 50 percent of the box. Guatemala, Honduras and Panama already have approved similar measures in past years.

Magazine> Arts review, Envision Festival coming to Bahía Ballena

Posted: Friday, February 10, 2012 - By Ashley Harrell

Uvita area to host four days of music, performance art and workshops.

Take Burning Man, subtract about 50,000 people and add the Costa Rican beach paradise of Bahía Ballena, and you have the Envision Festival. Beginning March 1 and extending through March 4, the festival will include two stages, plenty of electronic and “funky world” music, yoga, art, performance art and plenty of workshops. For example, Divine Playground will be giving an Eye-Awakening Movement and Sound Playshop.

Says the festival flier: “Envision a mix of conscious people from around the globe gathered to share an elevated experience of culture, spirit and community in stunning raw nature!”

Now approaching its second year, the event will be based seven kilometers south of Uvita on the southern Pacific coast, with a backdrop of rain forest-covered mountains.

Tickets, including multiday passes, are available on the festival’s website, www.envisionfestival.com. The official pre-party, dubbed “Premonición,” takes place Feb. 25 at Club Vértigo in San José’s Centro Colón. Doors open at 10 p.m.
